The City of Muskegon has developed a six-year Capital Improvement Plan (CIP) for 2024-2029 to maintain, improve, and construct city infrastructure.

While the city budgets projects per fiscal year, each project has a unique schedule, and projects often span more than one budget cycle. These projects will appear as line items in multiple fiscal years. Capital budgets are heavily dependent on grants and other outside funding sources which can result in large differences between budgets in each fiscal year. In the current plan, annual spending ranges from $12.6 million to $32.9 million.

Note that 12 city departments are planning capital projects between 2024-2029. The vast majority of capital projects include work on Utilities, Streets, Facilities, and Fleets. In the current plan, these types of projects represent 91% of all projects within the CIP. A very small number of projects (4% in the current plan) are for new infrastructure because most of our resources are used to maintain and improve existing assets.

Certain types of funding sources are used more regularly. Most years include a project at McGraft Park because an endowment provides regular funding. Other types of projects that are common include police equipment and vehicles, upgrades to the water filtration plant, and street projects.
