Water & Sewer Charges

Effective July 1, 2025 water is $2.50 per 100 cubic feet for both residential and commercial customers.

Effective July 1, 2022 sewer is $5.22 per 100 cubic feet for residential and $6.53 per 100 cubic feet for commercial.  Residential and commercial customers pay a $3.00 monthly fee for sewer administration.

Effective July 1, 2025 the water and sewer debt service fees are as follows in the table below.  Residential and commercial customers who receive both water and sewer services will be charged monthly for these fees based on the meter size:

*Please note, based on service size, some residential customers may have meters larger than 5/8” and 3/4″.

Effective July 1, 2023,  a $4.00 sanitation fee will be added to each residential utility bill. This fee is to help cover garbage and leaf disposal costs.

Effective July 1, 2020, a $5.00 Lead Service Line fee will be added to each residential utility bill. This fee is to help cover the costs to replace all lead service lines in the City of Muskegon.

There are other charges to be aware of:

  • Turn on charge (AFTER HOURS) $100
  • Water-sewer turn on charge (REGULAR HOURS) $40
  • Water-sewer turn off/on charge (SEASONAL USE) $25 (includes $12.50 turn off and $12.50 turn on)

Late Charge

A penalty of 10% of the current charges for water and sewer will be added to any bill paid after the due date.

Emergency Services

Emergency services are available 24 hours a day, seven days a week, 365 days a year. To request emergency water/sewer services due to a meter leak, water main break, or fire hydrant leak, call (231) 724-4100 during normal business hours. After 4:30pm or on weekends and holidays, please call (231) 737-2680.

Water Service Installation (Tap)

The Public Works Department makes taps to the water and sewer systems. Fees must be paid at the Treasurer’s Office before the tap can be made. The Public Works Department requires a minimum of three days’ notice for Miss Dig to schedule a tap. The tap fee for a residential service 5/8″ or 3/4″ meter is $1,500 for water and $1,500 for sewer. Please contact the Department of Public Works at (231) 724-4100 for cost estimates for all commercial inquires and meters over 3/4″. The charges will be billed based on time and material plus 25% for overhead for work performed.

Fines

Unauthorized use of the water system is subject to a minimum fine of $200. This includes, but is not limited to, unauthorized turn-on/off water at main value and un-metered water use ($20 PER DAY).

Water Leak Bill Adjustments

If you’ve had a water leak at your home and had it repaired, you may be able to get part of your water and sewer bill lowered. The City of Muskegon created this program to help people fix leaks quickly and save water. This is explained in City of Muskegon Resolution No. 95-030 (d), Section 4.0 — you can read the full policy [here] on page 23 of 26, and download the leak adjustment form [here].

Who Can Apply:

  • Leak adjustments are for residential customers only — this means people who receive a water/sewer bill directly from the city (usually homeowners).

How to Check for a Leak:

  • Look for signs like a dripping faucet, a running toilet, wet spots in your yard or basement, or higher-than-usual water bills.
  • You can also check your water meter. Turn off all the water in your house and look at the meter — if the numbers are still moving, you might have a leak.

How to Fix It:

  • Call a licensed plumber to find and repair the leak or repair the leak yourself.
  • Make sure to keep receipts or invoices from the repair work. You’ll need those to request a bill adjustment.

What You’ll Need to Request an Adjustment:

  • Fill out this form: Water Leak Adjustment Form
  • A short written explanation of what happened, when it was fixed, and proof you paid for the repair.
  • The current meter reading and remote reading from your water system.

Important Rules:

  • You can only request one leak adjustment every two years.
  • The city can only adjust your bill for up to two billing periods (usually about two months).
  • You must turn in your request within 30 days after the bill’s due date.

How the Bill is Adjusted:

  • The city will compare your water use during the leak to the same time last year.
  • If the leaked water went into the sewer (like from a toilet or sink), your water and sewer charges may be lowered by 25% of the estimated loss, for up to two bills.
  • If the water leaked outside or under your home, your water charges may be lowered by 25%, and your sewer charges will go back to your usual amount based on past use.
