Muskegon Neighborhood Empowerment Grant Program

Strong neighborhoods build a strong city.
The City of Muskegon is proud to support its Neighborhood Associations through the Neighborhood Empowerment Program (NEP)— a grant funding initiative designed to empower residents, support grassroots efforts, and invest in the quality of life in every corner of our community.

Neighborhoods are at the heart of Muskegon’s vibrancy. Whether it’s organizing community events, addressing local needs, or beautifying shared spaces, active neighborhood groups play a vital role in building safer, more connected, and more resilient communities.

Through this program, eligible neighborhood associations can receive funding in three tiers, based on activity level and community engagement.

NEP Grant Levels

Level 1: Neighborhood Grant – Up to $1,500/year

This is the base-level grant available to all active Neighborhood Associations that meet the following requirements:

  • Hold at least two general membership meetings per year (open to the public)

  • Hold at least two board meetings per year

  • Have at least one board member attend six NAM (Neighborhoods of Muskegon) meetings per year

  • Send out at least two newsletters per year (paper or digital)

  • Host a National Night Out event within the neighborhood

  • Host at least two Dumpster Day events per year

Neighborhoods that complete these activities are eligible for up to $1,500 annually in grant funding.


Level 2: Enhanced Neighborhood Grant – Up to $3,000/year

This level rewards neighborhoods that go above and beyond by raising funds and expanding their community involvement.

To qualify:

  • Neighborhood must complete Level 1 requirements

  • Raise at least $250 in donations

  • Complete additional qualifying activities such as cleanups, events, outreach efforts, youth programming, etc.

Level 3: Earned Neighborhood Grant – Special Opportunities

This level provides additional funding opportunities for neighborhoods demonstrating sustained leadership and initiative.

Opportunities include:

  • Adopt-a-Lot Program
    Up to $250 per eligible yard for maintenance or beautification

  • Fundraising Match
    Earn a $500 match for raising over $1,500
    (Only available to neighborhoods that have completed Level 2 with 7+ activities)

  • Beautification or Special Projects
    Additional funding available on a case-by-case basis for creative, resident-led improvement efforts
